If intelligence becomes civic power, then access to intelligence becomes a sovereignty issue.

Not convenience. Not productivity. Power.

Every major technological era eventually produces infrastructure so fundamental that participation in society begins to depend upon it. Electricity. Roads. Water. Telecommunications. Broadband.

Artificial intelligence is approaching that threshold.

If the systems that shape education, medicine, logistics, commerce, government, manufacturing, scientific research, and daily decision-making increasingly rely on AI, then access to intelligence can no longer be understood merely as a software product.

It becomes infrastructure.

The question is no longer simply who can use artificial intelligence.

The question becomes constitutional.

Who owns the infrastructure?

Who can inspect it?

Who can operate it?

Who decides what remains local?

Who decides what leaves?

Who determines whether a community may continue participating if a remote provider changes its policies, prices, or priorities?

A citizen without local access to intelligence is not fully sovereign in an automated society.

Utilities Change Civilization

Critical capabilities eventually stop being luxuries.

Civilizations become stable when critical capabilities stop being luxuries and become utilities.

Electricity did.

Water did.

Roads did.

Broadband increasingly has.

Intelligence is beginning the same transition.

The mistake would be assuming that because intelligence is delivered through software today, its infrastructure should remain permanently centralized.

Software can move.

Infrastructure lives somewhere.

The question is where.

The Constitutional Question

Cognition cannot become something the public only rents back.

The current trajectory of AI favors concentration.

Larger data centers. Larger capital requirements. Larger models. More dependence on remote providers.

This creates a subtle constitutional shift.

The public no longer owns the infrastructure through which increasingly important decisions are mediated.

Instead, cognition itself becomes something rented back through subscription.

Cloud services remain valuable.

But value and sovereignty are different things.

Cloud infrastructure should provide compute.

It should not become the constitutional center of public intelligence.

AI Law and Gun Law Are Constitutional Cousins

Different debates. A shared structural question.

AI regulation and gun regulation are different debates.

They should remain different debates.

But they ask a similar constitutional question.

Can ordinary people be trusted with powerful tools?

Or must capability remain concentrated inside institutions that promise to manage risk on everyone else's behalf?

The similarity is not moral.

It is structural.

Both debates ask where society places power.

Open-source AI therefore is not merely a software preference.

It becomes public infrastructure.

A school should be able to educate.

A clinic should be able to diagnose.

A town should be able to reason.

A family should be able to think with locally controlled intelligence without requesting permission from a distant platform every time computation becomes necessary.

The Pony Express Principle

Resilience through ordinary handoffs.

Modern infrastructure often mistakes concentration for resilience.

Its strength never came from one extraordinary station.

It emerged from thousands of ordinary relays.

The network became resilient because responsibility was distributed.

Intelligence infrastructure should follow the same principle.

Some emergency communications.

Some all of the above.

The objective is not reproducing the cloud at neighborhood scale.

The objective is ensuring intelligence remains locally available, locally legible, and locally governable.

Intelligence Is Physical

The relay becomes part of the building.

Artificial intelligence is often discussed as though it were purely digital.

It is not.

Every computation consumes electricity.

Every server generates heat.

Every model occupies land.

Every network requires maintenance.

Intelligence is physical infrastructure.

Infrastructure should create those people rather than endlessly searching for them.

Economic sustainability is not corruption. Dependency is.

Profit is not the problem.

Extraction is.

They should pay people well.

Upgrade equipment.

Train operators.

Expand capacity.

Remain financially healthy.
